We compute the action of the Iwahori-Hecke algebra on the ring of modular invariants of Borel subgroup of the general linear group at odd primes. Two applications will be presented: A new invariant theoretic description of the universal Steenrod algebra at odd primes, and a quick proof of a basis for the Steinberg summand of the mod p cohomology of elementary abelian p-group without using Steenrod operations.
